According to multiple reports and the whispers around Hollywood, is The Penguin will have a triumphant return but DC is not sure if the white and black stripped villain will be in Batman or Birds of Prey.

CelebnMovies247.com has received word that The Penguin Batman or Birds of Prey. Things have changed drastically since director Matt Reeves completely trashed Ben Affleck’s script to start fresh.
If you recall, when Ben Affleck was on board as director, he wrote a very good Batman movie with the main villain being the Penguin, now that script is dust. However, don’t count out the Penguin just yet because Reeves, who is still outlining the script for Batman and Birds of Prey could have the evil short villain Oswald Chesterfield Cobblepot could surface in one of both of the movies.
Variety’s Justin Kroll who reportedly has some DCEU intel had this to say about the DCEU’s villain:
Take this with a grain of salt as things are constantly changing in the DCEU but I’m hearing the Penguin is possibly the choice to play the main villain in The Batman. Sources add even if Reeves decide to go another route the studio could then make him the main villain in Birds of Prey.
No matter what happens, we have a feeling that Matt Reeves is really going to make The Batman movie pop, but could there be a better villain than Oswald Chesterfield Cobblepot aka The Penguin?
Well if you take into a count that Suicide Squad 2 is in the works and that Deathstroke was the villain teaming up with Lex Luther in Justice League it would be nice to see some of those characters in The Batman. Say like Deadshot, KillerCroc, Harley Quinn, and The Joker. At some point the DCEU NEEDS to start mixing and crossing the movies together like Marvel. It just works so much better and forces fans to see all the films. (Marketing)
As for, a great new villain for The Batman, we would like to see Clayface, Ventriloquist, or Mad Hatter. We’ve seen the Penguin, Mr Freeze, Poison Ivy, Scarecrow, Ridler, Two Face, Ra’s al Ghul, and Bane. It would be nice to see a director really doing something different with The Batman movie.
Right now, where the rumors stand, Josh Gad is the number one choice if The Penguin is the villain.
Furthermore, Matt Reeves is still working on the script for The Batman at this time after recently completing an outline. The DCEU and Reeves could end up changing plans at any time in the creative process, so even if this report is accurate, it might not end up happening in the end.
The actor met at DC headquarters and both DC and Gad shared the pictures on social media. Gad has even posted pictures and gif files of penguins in response to some of Matt Reeves’ tweets. Josh Gad could end up playing the Penguin in The Batman or even Birds of Prey
